Any item upgrader NPC can be located in the game. Typically NPCs can be found in major cities or questing locations. You can also find upgrades for items in dungeons that feature high-level bosses. You can also talk to NPCs in garrisons of your faction.
The system of upgrading items in World of Warcraft provides players with the option of upgrading the levels of weapons, armor, and trinkets.
